In every village, some so-called journalists or newspaper owners have issued a press card with money from some people who collect money on the police and toltex naco. मिली जानकारी के अनुसार देशभर में बढ़ रहे अखबारी आंकड़े और पत्रकारों की बढ़ रही संख्यां से पाठकों की जागरूकता में वृद्धि हुई है। वहीं कुछ ऐसे चेहरों ने भी पत्रकारिता जगत में दस्तक दे दी है, जिसके कारण पत्रकारिता पर सवालिया निशान लगने शुरू हो गए है।
पत्रकारिता क्षेत्र में होगी शैक्षणिक योग्यता अनिवार्य-
बता दें कि समाचार पत्र, पत्रिका के पंजीकरण के बाद प्रकाशक व संपादक एक-दो अंक प्रकाशित कर अनगिनत लोगों को प्रेस कार्ड जारी कर देते है, जिनका पत्रकारिता से कोई लेना देना नहीं होता। ऐसे चेहरों की बदौलत पत्रकारिता पर जरूर उंगलियां उठती है।
हर गावं शहर मे कुछ तथाकथित पत्रकार या समाचार पत्र मालिको ने कुछ लोगो को पैसे लेकर प्रेस कार्ड जारी कर रखे है जो पुलिस एवं टोलटेक्स नाको पर धोंस जमाते हैं. एेसे तथाकथित पत्रकारो से असली पत्रकार भी परेशान हो रहे है । पुलिस, प्रशासन एवं टोलटेक्स नाके वाले असली नकली मे फर्क नही कर पाते है। अब इस नियम के लागू होने पर तथाकथित फर्जी पत्रकारो से पुलिस प्रशासन पुछताछ कर उन सरगनाओ तक पहुचं सकेगी जिन्होने पैसे लेकर प्रेसकार्ड जारी कर रखे हैं.।
केंद्रीय सूचना एवं प्रसारण मंत्रालय समाचार पत्र, पत्रिका के पंजीकरण के लिए आवेदक की शैक्षणिक योग्यता पत्रकारिता में डिग्री की शर्त को अनिवार्य करने जा रहा है।
समाचार पत्रों का प्रकाशन बंद कर सकती है केंद्र सरकार-
दैनिक समाचार पत्रों, न्यूज एजेंसियों व टीवी चैनल के रिपोर्टर के लिए संबंधित जिला मैजिस्ट्रेट की स्वीकृति उसकी पुलिस वैरीफिकेशन होने उपरांत जिला सूचना एवं लोक संपर्क विभाग द्वारा प्रेस कार्ड तथा प्रैस स्टीकर जारी किए जाने की प्रक्रिया को अंतिम रूप दिया जा रहा है। अन्य समाचार पत्र, पत्रिकाओं के प्रकाशक व संपादक का प्रैस कार्ड सूचना एवं प्रसारण मंत्रालय द्वारा जारी किया जाएगा। सरकारी तंत्र द्वारा जारी प्रेस कार्ड व प्रेस स्टीकर ही मान्य होंगे।
केंद्र सरकार द्वारा उन समाचार पत्र व पत्रिकाओं का प्रकाशन बंद किया जा सकता है जिन्होंने पिछले तीन वर्ष से अपनी वार्षिक रिपोर्ट जमा नहीं करवाई।

जिला सूचना व संपर्क अधिकारी अपनी रिपोर्ट में दर्शाएंगे कि अमूक दैनिक समाचार पत्र, न्यूज चैनल, न्यूज एजेंसीज को इस क्षेत्र से प्रतिनिधि की जरूरत है।
संशोधित नियमावाली के चलते प्रैस कार्ड की खरीद-फरोख्त तथा प्रेस लिखे वाहनों पर सरकारी तंत्र की नजर रहेगी। तथ्य पाए जाने उपरांत अपराधिक मामला कार्ड धारक, कार्ड जारी करने वाले हस्ताक्षर तथा प्रैस लिखे वाहन के मालिक पर दर्ज होगा। जाहिर है केंद्रीय सूचना एवं प्रसारण मंत्रालय की इस संभावित योजना पर अमल होने से पत्रकारिता का मानचित्र बदल जाएगा।
क्या कहती है पुलिस–
हम खुद प्रेस कार्ड वालो से परेशान है कैसे पता किया जाये की कौन सही पत्रकार है और कौन फर्जी इसके लिये जैसे ही आदेश आते है प्रेस लिखे सभी वाहनों की जाँच की जायेगी और जो भी सूचना जनसम्पर्क विभाग की लिस्ट मै नही होगा उसके खिलाफ मुकदमा दर्ज होगा।
