The ministers, MPs, MLAs, officers and many other people of the country get a bungalow spread over several acres at the prime location of the city. In this bungalow he does farming and many people even give this land on rent for marriage. Do we call it freebies?

मगर क्या यह वाकई मुफ्तखोरी है, इसे समझने के लिए जरा इन आंकड़ों पर गौर कीजिए। दिल्ली में 200 यूनिट बिजली मुफ्त देने में सरकार हर साल 1720 करोड़ रुपये खर्च करती है, पानी मुफ्त देने का खर्च 400 करोड़ रुपये सालाना है और महिलाओं को मुफ्त यात्रा कराने का खर्च 140 करोड़ रुपये है। यानी इस कथित मुफ्तखोरी का कुल बजट 2260 करोड़ रुपये है। यानी दो करोड़ की आबादी वाली दिल्ली के हर व्यक्ति को सरकार सिर्फ 1130 रुपये की मुफ्तखोरी करा रही है। और इस मुफ्तखोरी को कुछ इस तरह प्रचारित किया जा रहा है कि सारा खजाना लुटाया जा रहा है।
इसके बनिस्पत इस आंकड़े पर गौर कीजिए। एनडीए सरकार ने अपने पहले कार्यकाल में कुल 6 लाख करोड़ की कर्जमाफी की थी। इसमें किसानों का कर्जा सिर्फ 43 हजार करोड़ था। शेष 5 लाख 57 हजार करोड़ पूंजीपतियों का कर्ज था। इसके अलावा इसी सरकार ने अपने पहले कार्यकाल में कारपोरेट कम्पनियों का 4,30,000 करोड़ रुपये का टैक्स माफ कर दिया। इस तरह देखें तो देश के चंद उद्योगपति को सरकार ने लगभग दस लाख करोड़ का रिबेट दिया। क्या इसे हम मुफ्तखोरी में गिनते हैं।
देश के हर सांसद को हर महीने सरकार की तरफ से 2,70,000 रुपये की सुविधाएं दी जाती हैं। एक एमएलए भी औसतन सवा दो लाख की सुविधा पाता है। क्या हम इसे मुफ्तखोरी कहते हैं?
देश के मंत्रियों, सांसदों, विधायकों, अफसरों और दूसरे कई लोगों को शहर के प्राइम लोकेशन पर कई एकड़ में फैला बंगला मिलता है। इस बंगले में वह खेती करवाता है और कई लोग तो यह जमीन शादी के लिये किराए पर भी देते हैं। इसे क्या हम मुफ्तखोरी कहते हैं?

स्कूल और कॉलेजों में कम फीस वाली व्यवस्था को पिछले दिनों न जाने कितनी गालियां दी गईं। रेलवे टिकट पर सब्सिडी का उल्लेख कर देश के आम लोगों को अपमानित किया जाता है। जबकि यह हमारा ही तो पैसा है जिससे देश के लोगों को सुविधाएं मिलती हैं।
आप अगर किसी विकसित मुल्क की व्यवस्था पर गौर करें तो वहां आपको शिक्षा, स्वास्थ्य और परिवहन जैसी व्यवस्था को सस्ता रखने के जरूरी सरकारी प्रयास नजर आएंगे। यह मुफ्तखोरी नहीं है, यह सिर्फ अवसर की समानता बहाल करने की कोशिश है। ताकि एक गरीब परिवार भी समान रूप से विकसित हो सके। मगर एक गरीब मुल्क होने के बावजूद हमने इस व्यवस्था को अपमानित करने का, खुद को अपमानित करने का एक नजरिया विकसित कर लिया है। जबकि उद्योगपति, नेताओं, सरकारी अफसरों को मिली सरकारी धन की लूट की छूट हमें अखरती नहीं है। हमारी व्यवस्था इसी द्वंद्व पर आधारित है कि हम गरीबों को सुविधा देने के नाम पर बिदकते हैं और सत्ता प्रभुत्वशाली लोगों को हर तरह की रियायत देती है।
दरअसल यह कोई राजनीतिक विचार नहीं, यह मूलतः दक्षिणपंथी अर्थव्यवस्था का मुख्य विचार है। वह गरीबों को दी जाने वाली सब्सिडी का विरोध करती है और उसे चरणबद्ध तरीके से खत्म करने के रास्ते सुझाती है। बैंक खाते में सब्सिडी भी उसी विचार का हिस्सा है। गुरुचरण दास जैसे विचारक भारत मे इसके पैरोकार हैं। यह विचार गरीबों की सुविधाओं पर होने वाले व्यय को मुफ्तखोरी और उद्योग पर होने वाले सरकारी व्यय को उदारवाद कहती है।
पर अगर आप इस देश के गरीब और मध्यम वर्ग नागरिकों में से एक हैं, तब भी आप आम लोगों की सुविधाओं पर खर्च होने वाले सरकारी पैसों को मुफ्तखोरी कहते हैं तो बात हास्यास्पद मालूम होती है।
